Herb Galliart ("Galliart") petitions for review of the September 10, 1998 initial decision of the Merit Systems Protection Board ("Board") in Docket No. SF-0752-96-0729-C-1, which became the final decision of the Board on September 15, 1999. In its decision, the Board denied Galliarts petition for enforcement of an earlier final decision of the Board effective July 8, 1997, which mitigated a disciplinary action against Galliart from a removal to a demotion. Because we hold the penalty in the Boards decision is supported by substantial evidence, we affirm.
